The functional consequence is significant. In a smoke-filled stairway with the lights out, the demarcation line is what tells an occupant where the usable walking surface actually is. Nosings tell you where the steps are. The demarcation line tells you the extent of the floor on a landing, keeps evacuating occupants oriented along a continuous path, and prevents the crowding and confusion that come from people who cannot judge the width of the space they are moving through.
Why Obstacle Markings Get Missed
Obstacle markings have a different failure mode. They get missed because obstacles arrive late.
At the design stage, the stair enclosure is a clean volume. By the time the building is finished, that volume has accumulated things: standpipe risers, conduit, structural projections, low headers where a beam crosses the stair, equipment that was relocated during coordination. Every element that protrudes into the egress path is an obstacle requiring luminous marking. But the obstacles frequently were not there when the marking package was specified and bought out.
The result is a stair that received exactly the markings that were drawn, with three unmarked obstructions that appeared during construction. The inspector, who is walking the stair rather than reading the drawings, sees them immediately.
